David Bortnick, Vice President, brings over 20 years of experience spanning Capitol Hill, federal agencies, and the White House, with an in-depth knowledge of the federal budget and appropriations process.
Prior to joining SMI, David served as a Professional Staff Member on the House Appropriations Committee for 11 years, including six years with the Defense Subcommittee and five years with the State, Foreign Operations, and Related Programs Subcommittee. In these roles, he oversaw billions of dollars in annual and emergency appropriations and provided funding recommendations for critical U.S. national security and foreign policy priorities.
David spent an additional 12 years in the executive branch, including eight years in senior roles at the White House Office of Management and Budget (OMB). He came to Washington, D.C., as a Presidential Management Fellow with the U.S. Department of Commerce and the Office of the U.S. Trade Representative.
David received a Bachelor of Arts in Political Science from the University of California, Santa Barbara, and a Master of Public Policy from the University of California, Los Angeles.
