Stephen Coffey, Director, has over 13 years of Congressional experience, developing expertise in the appropriations process in addition to advancing and passing legislation on a wide range of policy issues.
Before joining SMI, Stephen served as Deputy Chief of Staff to Congressman Matt Cartwright (PA-08), the Ranking Member of the Commerce, Justice, and Science Appropriations Subcommittee. Additionally, Stephen held the role of Associate Staffer as a shared employee for the House Appropriations Committee. For Congressman Cartwright, Stephen managed defense, technology, telecommunication, and financial services issues while also leading the appropriations and committee staffing responsibilities. Previously, Stephen worked for former Congressman Gene Green in his Houston and Capitol Hill offices.
Stephen holds a B.S. in Political Science from the University of Houston and a J.D. from Washington University in St. Louis.
