Vic brings more than 36 years of experience across government and industry in senior technical and leadership roles, with a focus on materials science and manufacturing technology. A recognized subject matter expert in metals and metalworking, he has deep technical expertise in materials development, processing and advanced manufacturing.
Vic most recently served as Deputy Director of the Defense-wide Manufacturing Science and Technology (ManTech) Program within OUSD(R&E). During his distinguished government service, Vic held several senior roles, including Director of Materials Science and Technology and Acting Principal Director for Advanced Materials within OSD. He led the development of the DoD Materials S&T Roadmap, contributed to interagency initiatives such as the Materials Genome Initiative and the Federal Consortium for Advanced Batteries, and helped shape production policy through the Defense Production Act Title III Program.
Vic also served for 16 years at the US Army DEVCOM Armaments Center at Benét Labs, leading efforts to develop materials for next-generation armament systems. Before entering public service, Vic spent over 14 years in the steel and metals manufacturing industry, where he held leadership positions such as Plant Manager and Quality Director.
Vic holds an M.S. in Materials Engineering from Rensselaer Polytechnic Institute and a B.S. in Materials Science and Engineering from the University of Pittsburgh.
